Conservation again takes center stage on this 1984 stamp honoring the 50th anniversary of the Waterfowl Preservation Act. Featuring the painting “Mallards Dropping In” by Jay Darling (the design also used for the first US hunting permit stamp) this act required hunters over the age of 16 to buy a federally-issued duck stamp, the revenue going to the Migratory Bird Conservation Fund. So far, this program has sent almost $800 million to this fund, one of the most successful conservation programs in history.
