The US Postal Service issued this North Carolina commemorative as part of a series honoring the bicentennial of the ratification of the constitution. North Carolina was the 12th state of the original 13 colonies to ratify the document, on 21 Nov 1789. Issued in 1989, these 25-cent stamps can still be used to pay postage on current mail (using additional postage as needed to make up the current first-class rate). You will receive a block of 20 or a full sheet of 50; keep one stamp for yourself and use the rest on your outgoing mail to your friends! These stamps are unused with full gum on reverse; however, due to the age of the stamps, we recommend use of a damp sponge instead of licking the back, or we might recommend using a dab of a permanent glue stick before mailing.
